The Higher Executive Officer (HEO) is an experienced middle-management grade within the Irish Civil Service. HEOs play an important role in leading teams, managing delivery and supporting the implementation of policy, programmes and public services across Government Departments and Offices.
Higher Executive Officer 2026 Competition
The Civil Service has launched a nationwide recruitment campaign for Higher Executive Officers with applications for the 2026 competition closing at 3pm on Thursday, 10 September 2026.
Applications and full details can only be made via the Public Appointments Service website.
The current recruitment timeline indicates that candidates will progress through a number of selection stages, including:
- Online Assessments – expected October 2026
- Shortlisting – expected December 2026
- Interview – expected January 2027
- Panel & Clearance Checks
Performance at the online assessment stage is particularly important. Publicjobs states that candidates’ assessment scores will determine their Order of Merit, or ranking compared with other applicants, and can affect the pace at which they progress to later stages of the competition.
